The 3rd Plenary Session of the 11th National People’s Congress (NPC) held the preparatory meeting in the Great Hall of the People on the morning of March 4, and Wu Bangguo, Chairman of the Standing Committee of the NPC chaired the meeting and declared that the 3rd Plenary Session of the 11th NPC shall be convened on March 5, with various preparations made.

Wu pointed out in his speech that the guiding ideology of the Session is to fully carry out the spirit of the seventeenth National Congress of the Communist Party of China, the third and fourth Plenary Sessions of the seventeenth National Congress of the Communist Party of China and the central economic working conference.

Hold high the great banner of socialism with Chinese characteristics and take Deng Xiaoping Theory and the major thought of “Three Represents” as guidance to deeply carry out and implement the scientific outlook on development and earnestly execute the duties endowed by the Constitution and laws to the NPC in a bid to render the Session to be one democratic.

Unity, practical and advancing meeting with a high sense of responsibility to mobilize the people of all ethnic groups of the country to unite more closely around the CPC Central Committee with Comrade Hu Jintao as General Secretary with one mind to tenaciously strive to succeed to struggle to boost economic stable and fast growth and social harmony and stabilization.

The First Meeting of the Presidium of the Third Plenary Session of the 11th National People’s Congress.

The Presidium of the third Plenary Session of the 11th National People’s Congress convened the first meeting in the Great Hall of the People on the morning of March 4, which was chaired by Wu Bangguo, Chairman of the Standing Committee of the NPC.

165 members of the presidium attending the meeting firstly elected the executive chairmen of the presidium of the third Plenary Session of the 11th National People’s Congress, which shall be chairman, vice chairman and secretary general of the Standing Committee of the 11th NPC.

In accordance with the rules of procedures for the National People’s Congress, the chairmen of the presidium are responsible to convene and chair the presidium meetings.

The meeting adopted the agenda of the third Plenary Session of the 11th NPC, based on which the Session shall be scheduled to be opened on the morning of March 5 and concluded on the morning March 14, with the session of 9 days and a half.
